Assignment Title: Procurement Consultant

The Government of the Republic of Moldova has received financing from the World Bank (Bank) toward the cost of the Moldova Modernization and Improvement of Rehabilitation Services Project and intends to apply part of the proceeds toward payments under the contract for Procurement Consultant.

With this purpose, the Ministry of Health, seeks to contract an experienced individual local consultant in order to ensure the timely organization of procurement activities of the Moldova – Modernization and Improvement of Rehabilitation Services Project in compliance with the Loan Agreement between the Republic of Moldova and the International Bank for Reconstruction and Development (IBRD).

The Project Coordinator is responsible for:

Prepare, monitor and update the procurement plan for the Project;
Monitor implementation of procurement arrangements and provide timely warnings to working groups;
Suggest measures for speeding up procurement in case of delays;
The Consultant will assist MoH in elaboration of Technical Specifications and Terms of References in accordance with WB templates.
With technical inputs from relevant departments within MoH, prepare the Bidding Documents, evaluation reports, etc. in a format acceptable to the World Bank;
Prepare all tender documents for procurement in accordance with applicable Bank templates and submit them to the Project beneficiaries in Romanian and to the World Bank for approval in English (for activities subject to prior review);
Prepare and issue advertisements required by World Bank procurement procedures;
With support from the relevant departments within MoH, manage the requests for clarifications, issue amendments to bidding documents if necessary;
Arrange and record pre-bid meetings;
Arrange and record public bid/proposal openings and submit minutes of bid openings to the Bank;
Participate in the Tender Committee sessions on Procurement issues under the Project and in the Tender Committee sessions of the other beneficiaries, if necessary;
Prepare contract award notices and publish them
Prepare contracts to be signed by the parties in accordance with the tender documentation. Monitor receipt of signed contracts and contract securities;
Ensure proper filing and safekeeping of procurement documentation under the Project in the Systematic Tracking of Exchanges in Procurement (STEP);
Review and improve the procedure for organization of procurement of goods, works and services and make appropriate changes in the Project Operational Manual and implementation procedures for World Bank’s approval;
Prepare all reports on procurement to be submitted to the Government of Moldova and the World Bank.

Consultant qualifications:

The following requirements are set up for the Procurement Consultant, who will be responsible for the above mentioned activities:

University degree in Law or Economics or other relevant fields;
At least 5 years of practical experience in working in international donor projects implemented by the Governmental Authorities, of which some should preferably have been in relation to procurement;
Proven expertise and knowledge of the Bank or similar international organizations/agencies procurement rules and procedures
At least 3 years of working experience in procurement in projects financed by the Bank or other international organizations or agencies;
Knowledge of procurement procedures of international organizations;
Knowledge of World Bank Procurement Procedures would be an advantage;
Specific training on World Bank procurement procedures would be an advantage;
Knowledge of STEP would be an advantage
Information analysis and report writing skills;
Proficiency in Romanian and English languages.

Procurement Consultant shall be engaged on a full-time basis expected to commence September 2024 and be completed by December 2029.

Assignment Title: Project Coordinator

With this purpose, the Ministry of Health, seeks to contract an experienced individual local consultant in order to ensure the implementation of the strategic objectives of the Moldova – Modernization and Improvement of Rehabilitation Services Project in compliance with the Loan Agreement between the Republic of Moldova and the International Bank for Reconstruction and Development (IBRD), time-frame, and in line with relevant national laws.

The Project Coordinator is responsible for:

Jointly with involved managers, project component coordinators and Project consultants; assure timely implementation of all project activities according to the Loan Agreement between the Republic of Moldova and the International Bank for Reconstruction and Development (IBRD);
Assist the Minister of Health along with the Project consultants in management and coordination of project activities with all relevant bodies, including health institutions, governmental, nongovernmental and international organizations, etc.;
To assist to the prepare the draft terms of references and perform other activities as requested by Minister of Health;
To assist to the prepare the reports as mentioned in Loan Agreement;
To assist to the prepare the Implementation Completion Report;
To organize and prepare all the relevant documents for the meetings.
To timely inform managers of the implementing Ministries about the threats and concerns on Project activities.
To coordinate the activity of the Consultants contracted within the Project.
To yearly assist to the update the Project Operating Manual and Project Implementation Plan.
Manage project staff, distribute the tasks and responsibilities among the project key personnel involved in Project implementation
To work along with World Bank Project evaluations missions and assist in organization of meetings with stakeholders.

Prepare all reports on procurement to be submitted to the Government of Moldova and the World Bank.

Consultant qualifications:

The following requirements are set up for the Project Coordinator, who will be responsible for the above mentioned activities:

University degree in Health or Law or other related field;
At least 5 years of practical experience in project management, preferably in the health/social sector and projects implemented by the Governmental Authorities and financed by the international organizations;
At least 3 years of practical experience in the Governmental Authorities and/or financed by the state budget;
Knowledge of the up-to-date policy of the health and social sector, the strategy and the principles of management would be an advantage;
Demonstrated ability to work in teams, communicating with all team members and coaching more junior members of the team;
Experience working with Bank-supported projects will be an added advantage.
Information analysis and report writing skills;
Proficiency in Romanian and English languages.

Licitație Competitivă Națională: „Renovarea Secției de Terapie Intensivă din cadrul Institutului Mamei și Copilului”

1. Republica Moldova a primit un împrumut de la Banca Mondială pentru a acoperi costul Proiectului ”Răspuns de Urgență la Covid-19 – finanțare adițională” și intenționează să utilizeze o parte din sumă pentru plăți prevăzute în contractul „Renovarea Secției de Terapie Intensivă din cadrul Institutului Mamei și Copilului”.
2. Ministerul Sănătății solicită oferte sigilate din partea ofertanților eligibili pentru Renovarea Secției de Terapie Intensivă din cadrul Institutului Mamei și Copilului, situat in mun. Chisinau, sect.Botanica, str. Burebista nr.93.
3. Licitația va avea loc prin procedurile de licitație națională competitivă în conformitate cu Regulamentul Băncii Mondiale privind achizițiile pentru Debitorii IPF pentru Bunuri, Lucrări, Servicii de Non-Consultanță și Consultanță, din iulie 2016 (revizuit în noiembrie 2017 și august 2018).

The Government of the Republic of Moldova has received financing from the World Bank (Bank) toward the cost of the Moldova Emergency COVID-19 and intends to apply part of the proceeds toward payments under the contract for Social Safeguards Specialist. With the purpose to implement above mentioned Project and the preparation of the new Project for Modernization and Improvement of Rehabilitation Services, the Ministry of Health, as Client, intends to select a Social Safeguards Specialist.

The objective of this assignment is to ensure compliance with Social safeguards requirements, and health & safety in carrying out the Moldova Emergency COVID-19 Response Project (P173776) and preparation of the related documents for Modernization and Improvement of Rehabilitation Services Project.
The Social Safeguards Specialist is responsible for elaboration of the documents related to Social Safeguards for the new proposed Modernization and Improvement of Rehabilitation Services Project, the implementation, control, monitoring and reporting of the Social safeguards requirements in relation with all Project activities, including all civil-works related activities under the Project, as mentioned in the approved Environmental and Social Management Framework (ESMF) and Appraisal Environmental and Social Review Summary.

🛈 Consultant qualifications:
• University degree in Social areas or similar;
• Minimum 5 years of professional experience in assignments for Social assessment and Social management in wide range of activities;
• Knowledge of the Republic of Moldova’s legislation for social protection and the World Bank’s social policies;
• Previous experience with World Bank’s projects – will be considered as an advantage;
• Demonstrated experience for supporting, advising and/or collaborating with national public institutions on social safeguards and sustainable development etc.;
• Very good interpersonal and communicational skills;
• Demonstrated ability to work in team;
• Computer literate (MS Office);
• Fluency in English and Romanian (excellent writing skills, listening, reading, and speaking) required. Russian communication skills will be a strong advantage.

🕰️ Social Safeguards Specialist shall be engaged on a part-time basis (work load will be different during the year, but in general 50% of full working time will be required).
